   No inbound calls coming through and upon trying to get a dial-tone, all we get is loud static. I've reboot modem multiple times.

   Sound like the phone\ata is bad or on its way out? When you say modem I assume you mean ATA? I'll give support via (email) a heads up for ya. Sure they will get ya fixed up.
